The Summer Court, when discussed as a region, refers to the settlements on the West half of the continent that is not under the direct control of Rathir or The Templar Order. Generally it is considered neutral as a collective, although the Major Powers do place considerable effort in maintaining good relationships with entities in The Summer Court. This is especially true of Cael Nyralim and Glendara, due to their large populations and resources.
